Kerala State Public Service Commission

The Indian Constitution established the Kerala Public Service Commission (KPSC) to choose candidates for civil service positions in the Indian state of Kerala based on their qualifications and adherence to reservation policies.

The state capital of Thiruvananthapuram, Pattom, is home to the KPSC's head office. It consists of fourteen District Offices and three Regional Offices.

The Indian Constitution established the Union Public Service Commission. Under the appointing authorities' requests, the Commission advises the Government on all civil service-related matters referred to it under Article 320(3) of the Constitution. It also publishes notifications inviting applications for selection to various posts, conducts written and/or practical tests, physical efficiency tests, and interviews, creates a ranked list of candidates based on their performance, and recommends candidates for appointment strictly based on merit and adherence to reservation laws when vacancies are reported.

Duties and Responsibilities

The Kerala Public Service Commission Rules of Procedure (which go into effect on August 16, 1976) and Article 320 of the Indian Constitution specify the Commission's responsibilities.

  • Recruitment through competitive examinations for state-funded services and positions. This is the standard hiring process, where a test is administered and an interview follows.

  • Direct selection is used for hiring for positions and services within the Kerala government. This kind of hiring is done to cover sporadic or immediate job openings. Usually, direct interviews are used, although occasionally, a written exam is administered before the interview.

  • Providing advice on whether officials are qualified for promotion and transfer on deputation 

  • Advising the government on all issues about hiring practices for different positions and services

  • Disciplinary issues involving various governmental services and other matters such as the payment of legal fees, the awarding of extraordinary pensions, etc.

  • Kerala PSC advises the government to select competent candidates for some positions by using a rank list that is generated by the PSC from the highest-scoring candidates in the written, practical, and physical exams.
